SED Principals Large PV System Experience
The SED team is made up of the most experienced and respected PV system experts
in the country. The following provides the key information of the proposed team
and its experience and capabilities for large PV systems, both utility scale (MW
scale) and large commercial PV systems (50 kW and larger).
SED provides all aspects of large PV system implementation including; the overall
project management, PV system engineering and design, equipment procurement, project
commissioning, permitting, system installation services, rebate coordination, coordination
of DAS/monitoring system installation, and training.
Spectrum Energy Development, Inc. (SED) Experience and Capabilities:
The Spectrum Energy team is the most experienced provider of large PV systems and
was responsible for all phases of the world renowned Sacramento Municipal Utility
District (SMUD) Solar Program. This experience encompasses excellence in design,
procurement, engineering, customer service and installations with demonstrated superior
performance.
Spectrum Energy Development, Inc. holds a “C-10” California Contractor’s License number
892475. SED is a member of the California Solar Energy Industries Association and
Mr. Schwent, serves on the CalSEDA Board of Directors. Mr. Osborn, is the former Superintendent of Renewable Resources and Manager of the
Solar Program for the Sacramento Municipal Utility District. He is currently Policy
Chairman and Board member of the American Solar Energy Society, former Chairman/Board
member of the Solar Electric Power Association, and former Board member of the Solar
Energy Industries Association. Under the leadership of Mr.
Osborn, the SMUD Solar Program received the 2001 International Energy Globe Award
and was the most honored solar program in the country. Dave Collier was the Principal Electrical Engineer for SMUD’s Solar Program.
Mr. Collier serves as the U.S. representative to the International Energy Agency
(IEA) Task 7&8 (Feasibility of Very Large PV Plants).
While at SMUD, the principals of Spectrum installed more than 1,000 PV systems comprising
over 10 MW of PV, the largest amount by any American utility or in any US community,
including the SMUD MW scale PV power plants at Rancho Seco and Hedge. At Spectrum,
this tradition of excellence in large PV systems has continued in the commercial,
public, and agricultural applications.
- The accomplishments of the Spectrum principals at SMUD and SED include:Established
the highly successful PV Pioneer program with high volume sales and installation
of PV systems to residential and commercial customers
- Fielded what was the largest single-site, and still is the longest operating, PV
power plant in the world: operating successfully since 1984, now 3.5 MW
- Installed
the first large PV covered parking lot shade structure in the world: 540 kW Solarport
